- He replaces Nguyen Thien Nhan in charge of the social, cultural, scientific and educational sectors education and training. He is also the Chairman of the National Committee for AIDS and Drugs Prevention and Control.

- In 1996, he was assigned as Director, Secretary of Prime Minister Vo Van Kiet. After Prime Minister Vo Van Kiet withdrew from politics, from August 1998, he was Assistant Advisor to the Party Central Committee Vo Van Kiet.
- In the following years, he was transferred to government work.
