As a child, he and his family had to migrate to many places to make a living. In 1960, the family moved to settle in Co hamlet, Khuong Ha village, Hanoi.
In 1970, he graduated from the history department of Hanoi National University of Education. After graduating, he was assigned to teach in the Northwest until 1980.
In 1980, he moved back to work at the Ministry of Education and Training, after that, worked at the Geodetic and Map Engineering Company, the Department of Cartography until he retired.
