Network phenomenon Te Dien Nam Dinh

Te Dien Nam Dinh (real name Nguyen Van Thuy) is a famous cyber gangster with a TikTok channel with nearly 100,000 followers and more than 1.5 million likes, a Facebook channel with more than 120,000 followers, and a Youtube channel with more than 150,000 subscribers. The main content on Te Dien channel mainly shares life stories and prison stories.

From 1988-2020, Te Dien Nam Dinh had 8 criminal records with crimes such as: Theft of property; property robbery; intentionally causing injury; illegally storing, trading in drugs and possessing rudimentary weapons. Te Dien served a prison sentence at a number of prisons under the Ministry of Public Security and Ninh Binh Provincial Police Detention Center.

After returning from prison to his local area, Te Dien Nam Dinh regularly uses the Facebook account "Te Dien Official" to post videos and livestreams, telling stories related to his time serving his sentence at detention facilities.

In the livestream session on July 11, 2022, lasting more than 1 hour and 20 minutes, Nguyen Van Thuy talked about the days serving his sentence at Ninh Khanh Prison with distorted and false content. This video has attracted 37,900 views, more than 1,000 comments, likes, hearts and shares (as of April 16, 2023).

Based on the collected documents and evidence, on August 18, 2026, the Provincial Police Investigation Agency Ninh Binh, through the Criminal Police Department, prosecuted the case, prosecuted the defendant and executed an arrest warrant to temporarily detain Nguyen Van Thuy.

Nguyen Van Thuy was investigated for the crime of "Abusing democratic freedoms to infringe on the interests of the State, the legitimate rights and interests of organizations and individuals", according to the provisions of Clause 2, Article 331 of the current Penal Code.

During the investigation process, Ninh Binh Provincial Police verified that the information spread by Nguyen Van Thuy about Ninh Khanh Prison and spread related to Ninh Khanh Prison was fabricated, untrue, and was considered insulting to the honor and reputation of the officers and the Prison Supervision Board. According to authorities, these contents cause negative public opinion and affect security and order in cyberspace.

Authorities said that Nguyen Van Thuy had been explained and instructed about his right to complain and denounce in accordance with the legal process. However, according to the published investigation results, he continues to use social networks to livestream and post information that is attributive, distorted, and considered insulting to the reputation of relevant agencies, organizations, and individuals.

At the police station, Nguyen Van Thuy admitted that the statements on social networks about the time the subject served his sentence at Ninh Khanh Prison, Ministry of Public Security were distorted and untrue information. The Criminal Police Department of Ninh Binh Provincial Police is investigating and clarifying the case.
