- He joined the revolution very early. In 1929, he was a member of the Vietnamese Nationalist Party.
- In 1936, after being released from prison by the French colonialists, he began to write essays to fight for the left.
- Year. 1939, when the Popular Front ended, he was sent back to Hung Yen. At the same time, he was assigned with Vu Quoc Uy to build the Vietnam National Salvation Cultural Association.
- After the August Revolution, he served as the Chairman of the Revolutionary People's Committee of Hung Yen province. In 1946, he worked as Assistant Minister of Propaganda.
- In 1947-1948, he worked as General Secretary of the Inter-regional Resistance Cultural Association III, then moved to the Editorial Board of the Central Propaganda Department, then in charge of the Central Committee of the Congregation.
- Peace was restored, Hoc Phi returned to Hanoi. He held the position of Director of the Vietnam Drama Theater, then General Secretary of the Vietnam Association of Theater Artists until his retirement.
