In 1926, he started studying in France when he was 13 years old; then he studied Law and Politics at the University of Paris. In 1937, he graduated and obtained a Doctor of Laws. From 1939 to 1940, he participated in social activities and was the founding leader of the Catholic Working Youth Organization at Hai Phong.
By 1943, he was the Economic Director cum Labor Inspector of Tonkin, who participated in solving the Hai Phong famine in 1945. From September 2, 1945 , he was elected Minister of National Economy in the Provisional Government agency. On January 6, 1946, he became a Member of the National Assembly of Vietnam, term I, unit Hung Yen province, also during the same period. this time he was a member of the goodwill delegation of the National Assembly of Vietnam to Paris to participate in the Fontainebleau Conference held in July; Here, he is a member of the Economic - Financial Committee. In 1951, after the national resistance war, he was deported to France for the rest of his life.
