Raised in Annapolis, Maryland, Ted Osius attended The Putney School in Vermont and graduated in 1979. He later attended Harvard University and graduated with a bachelor's degree in arts in social studies. in 1984. After graduating, he worked at the American University in Cairo for 1 year and became a legislative correspondent for Senator Al Gore from 1985 to 1987. He continued to study at the university. Paul H. Nitze of Johns Hopkins University until 1989, he graduated with a master's degree in international economics and US foreign policy.
After graduating, he worked for the US Foreign Service. United States in Manila from 1989 to 1991 including missions to Vatican City and the United Nations. In 1994, he graduated with a degree in sociology from Harvard University.
By 1996, he was considered one of the first American diplomats to work in Vietnam since the end of the Vietnam War. There, he helped establish the US Consulate in Ho Chi Minh City in 1997 and served as an advisor to Vice President Al Gore on Asian affairs in 1998. Regional Environmental Officer at the US Embassy in Bangkok, Thailand. He later returned to Washington as Deputy Director of the Office of Korean Affairs in the East Asia and Pacific Office. In 2008, he was assigned as a political consultant to New Delhi, India.

In 2013, he was an associate professor at the National Defense University then in May 2014, he was appointed President. Barack Obama nominated as US Ambassador to Vietnam and officially worked at US Ambassador to Vietnam in December 2014.
With his rich experience in diplomacy, he is not only good at his profession. but he is also known as a diplomat who speaks many languages including Vietnamese, French, Italian, Arabic, Hindi, Thai, Japanese and Indonesian and who used to ride a bicycle during his journey from Hanoi to the city Ho Chi Minh stretching 1, 930 km and calling for the US to lift the arms embargo lethal gas for Vietnam.

He married his gay husband Clayton Bond - an observer at the Department of State's operations center in Vancouver, Canada in 2006; The two had previously met in 2004 at a gay meeting in the US Foreign Service. After his marriage, he and his partner adopted a baby boy named Tabo and a baby girl.
