In 1977, he studied at the University of Petroleum of Cuba - the former Soviet Union. In 1982, he graduated as a Geophysicist, majoring in Geological Exploration. Oil and Gas. Since May 2002, he is General Director of Mekong Petroleum Joint Venture Company, then in August 2006, he was General Director of Petroleum Products Processing and Trading Company (PDC).
Since June 2008 he is General Director of Vietnam Oil Corporation (PV OIL); then in July 2009, he held the position of Deputy General Director of Vietnam Oil and Gas Group. From November 19, 2014, he was appointed as General Director by Minister of Industry and Trade Vu Huy Hoang Vietnam Oil and Gas Corporation. Then on July 19, 2015, he concurrently held the position of Chairman of the Board of Members of PVN. On January 12, 2016, he was elected as General Director of Vietnam Oil and Gas Group and Chairman of the Board of Members of PVN. Since June 8, 2016, he has been a Member of the XIV National Assembly of Vietnam for the province Quang Nam..
