Attending the ceremony was the Central Executive Committee delegation led by Permanent Secretary of the Secretariat Truong Thi Mai and joining the delegation were former President Nguyen Xuan Phuc, former Prime Minister Nguyen Tan Dung.... General Secretary Nguyen Phu Trong and Prime Minister Pham Minh Chính sent wreaths to pay tribute.

Nguyen Chi Vinh is a politician and senior officer of the People's Army Vietnam. He was once known as the Director General of General Department 2 and was the leader of military volunteer work during his term from 2002 to 2009. Currently, he is a member of the Party Central Committee. The 12th Vietnamese Communist is also a Standing Member of the Central Military Commission and Deputy Minister of National Defense of Vietnam with the rank of Lieutenant General.
In 1964, he studied at the cadet school Nguyen Van Troi then Military Culture School. In 1974, he continued to study at the high school Ly Thuong Kiet now is Viet Duc High School - Hanoi. After finishing high school, in 1976 he passed the entrance exam to the Military Technical Academy of the 11th class, then from 1978 he went to practice at an army unit in Thanh Hoa; In August 1980, he transferred to the Information Officer School. In January 2016, he was elected as a member of the 12th Party Central Committee and officially joined the Standing Committee of the Central Military Commission on April 29, 2016.

His mother is Nguyen Thi Cuc; he has an older sister named Nguyen Thanh Ha, currently Deputy Director of the Civil Aviation Administration of Vietnam Nam and is the Chairman of the Board of Directors of Vietjet Cargo Company.
