Musician Vinh Cat, former Director of Hanoi Department of Culture and Information, retired. In the field of music composition, he composed very early. In 1948, he released the famous song "Viet Bac". He composed mainly in the field of vocal and instrumental music.

After that, musician Vinh Cat worked as Deputy Director of Hanoi Conservatory of Music from 1971-1983. From 1984-1998, he held the position of Director of Hanoi Department of Culture and Information.
Musician Vinh Cat has devoted himself to Vietnamese music. He is especially successful in the field of musical instruments, and is also considered by experts as a class of musicians who have contributed to laying the foundation for professional music in our country.
He published the anthology "Sa Pa, the city in the mist", which was released by Culture Publishing House in 1985. He also released the Vinh Cat Song Collection and cassette tapes.

In his youth, musician Vinh Cat worked in the Children's Arts Union of the Central Propaganda Department, led by musician Luu Huu Phuoc.
