Democratic Party politician and thirty-eight governors of Wisconsin (1971-1977). Under the management of President Jimmy Carter, he is each of the US Ambassador to Mexico. During the late 1940s those and those early 1950s, he served in the Wisconsin State Assembly. After that, he stored the position as Deputy Governor of the State Dam of Wisconsin.

After briefly joining St. Thomas College in Minnesota, he was stationed in the Caribbean during World War II as a member of the United States Army Quartermaster Corps. He later earned a degree in philosophy from the University of Wisconsin-Madison.

He was raised in La Crosse, Ferryville, and Prairie du Chien, Wisconsin, the son of Gregory and Ella Lucey. He died in Milwaukee in his mid-nineties.
