Senior Lieutenant General Tran Sam joined the revolution at the age of 20, then one year later he was officially admitted to the Communist Party of Indochina in 1939.
During the August 1945 revolution, he was the one who participated in leading the uprising and seized power in Hai Lang, Quang Tri. Then, in September 1945, he was elected as a member of the committee Quang Tri province.
Until 1946 When the nationwide resistance war broke out, he joined the National Guard and held the position of political officer of Thien Thuat detachment and then Regiment commander of 101st Regiment - Tran Cao Van Regiment
Since May 18 in 1950, he worked at the Command of Inter-Region 4; then from 1950 to 1953, he was respectively Deputy Commander of Binh Tri Thien Division and then Commander and Political Commissar of Military Zone 4 of the Vietnam People's Army.
From 1953 to 1957, Mr. assumed the position of Director of the Military Department under the General Staff and a member of the Party Committee to take over the capital, one of the 11 members led by Mr. quoc-hoan/bb56">Tran Quoc Hoan became Secretary in 1954.
Then, from 1957 to 1960, he was Deputy Director of the General Department of Logistics of the Vietnam People's Army. . During this time, he was promoted to Major General in 1959 and held the position of Deputy Director of the General Department of Logistics and Director of the Vietnam Military Technical Institute.
In 1960, he was appointed as Director of the Military Technical Institute under the General Department of Logistics of the Ministry of National Defense. In 1963, he was Deputy Minister of National Defense of Vietnam and Chairman of the General Department of Logistics and Deputy Secretary of the Hanoi Party Committee in 1966.
From 1965 to 1976, he was the Deputy Chief of the General Staff of the Army. Vietnam People's Army for two terms 1965-1974 and 1975-1976.
From 1974 to 1975, he was Deputy Director of the General Department of Engineering and held the position of Minister of Materials from 1976 to April. in 1982.
From 1982 to 1990, he returned to the Ministry of National Defense to hold the position of Deputy Minister of National Defense and assumed the position of General Director of the General Department of Economic Construction and Deputy Minister of National Defense with the rank of Lieutenant General. from 1982 to 1986.
In November 1992, Senior Lieutenant General Tran Sam retired.
