Notable as both a diplomat and a scholar, he serves on the European Council on Foreign Relations; advise the European Commission on issues related to Asian countries of Myanmar; and outlined his doctrine of "new liberal imperialism" in the important 2002 work Post-modern State. His 2003 version, The Breaking of Nations, received the prestigious Orwell Award.
