Tran Quoc Hoan, born Nguyen Trong Canh, is the first person to hold the position of Minister of Public Security of Vietnam. He was also the longest serving as Minister of Public Security, from 1952-1981. He is considered to be the person who laid the first foundation for the construction of the police force and profession.
He joined the Indochinese Communist Party in March 1934.
