Nguyen Ngoc Vu was born into a poor family in Hanoi. His mother's surname Dam was born in Tu Son district Bac Ninh province. Nguyen Ngoc Vu's father's name is Nguyen Ngoc Toan, his grandfather is a patron named Nguyen Ngoc Kim, who built a turtle tower at Sword Lake. From Chief Nguyen Ngoc Vu participated in revolutionary activities. In 1927, Nguyen Ngoc Vu was admitted to the Vietnam Revolutionary Youth Association. He joined the Indochinese Communist Party team and joined the Tonkin Party Committee in June 1929, and the Hanoi Communist Party of Indochina was established.
March 17, 1930, in Hanoi the Executive Committee The provisional executive branch of the Communist Party of Vietnam Party Committee was established with 3 members: Do Ngoc Du holding the position of Secretary, Nguyen Ngoc Vu, Tho Nam tent. Later, Secretary Nguyen Ngoc Du had to work abroad. In June 1930, Nguyen Ngoc Vo became party secretary and officially established the Hanoi Party Committee.
Nguyen Ngoc Vo was arrested by the French colonialists at No. 79 Nguyen Huu Huan, a secret agency of the city's Party Committee. on December 6, 1930. He was detained and brutally tortured by them. In 1932 in Hoa Lo, Nguyen Ngoc Vu died at the age of 24.
In 2000, Nguyen Ngoc Vu was posthumously awarded the National Merit by the State. and his name has been given to a number of streets in Cau Giay, Hanoi.
