Prominent in the first half of the 20th century; His buildings often reflect a functionalist and artistic expressionist influences. He and Ernst Gustav Kühnert compiled a joint plan of the garden cities of Merivälja and Nomme in the 1920s.
His City Hall in Tallinn, designed in an expressionist style, is a landmark structure. his most famous. He worked with Estonian sculptor Jaan Koort on the red Mosaique lanterns and clinker facades, which were quickly copied throughout Tallinn.
