The late Tran Oanh was born in 1927 in Ngoc Duong village, Hai Tien commune, Tinh Gia district, Thanh Hoa province .

- In 1962, the late sniper Tran Oanh won the first prize in the revolver sport in Czechoslovakia with an achievement of 587 points in the army shooting tournament of the socialist countries.
