Poet Xuan Tam real name is Phan Hap, born in Bao An village, Dien Quang commune, Dien Ban district, Quang Nam province . He was a Vietnamese poet in the pre-war period.
He is the second son of Mr. Phan Dieu, a family with a tradition of studiousness.
During the pre-war period, Xuan Tam published many poems in magazines, such as: Tan Van, Song Huong, Friends, Youth, Solidarity in the Inter-regional Resistance V, Van, Dai Solidarity, Pioneer, Vietnamese Women Nam...
The last years of his life he lived in an apartment on Thuy Khe street, Tay Ho district, Hanoi city.
He died on February 4, 2012.

- Xuan Tam attended Chaigneau School, then Quoc Hoc Hue School and passed the Citadel degree. Due to family circumstances, he had to drop out of school and work as a judge at Tourane Treasury (Da Nang).
- In 1941, he published a collection of poems The Words of a Young Heart, many of which he composed since 1935.
- In 1945, he participated in the Revolution. . After a year in the army, he was called back to be the Treasury of Quang Nam province, then the director of the Inter-regional Treasury Department V.
- At the end of 1954, he gathered to the North, and worked in The Government Economic Committee and the State Planning Commission until he retired.
- After he retired, he often met with his poet friends, wrote and translated French poetry, published on newspapers in Hanoi.
