Democratic Party politician who held the offices of 68 Ohio governors from 2007 to 2011. In 2013 he was nominated by President Barack Obama as an alternate representative for the United Nations.
He represented the 6th Congressional District of Ohio in the US home of representatives from 1993-1995 and 1997-2007.

He studied history and psychology at Asbury College, graduating in 1963. He received Master's and Doctoral degrees in counseling psychology from the University of Kentucky and a Master of Divinity from Theological Seminary Asbury.
He was one of nine children born to an Ohio steelworker. He later married educational psychologist Frances Strickland.
