Before beginning his career in politics and education, he became a colonel in the United States Army and earned degrees in education, administration, and management from Idaho State College; University of Idaho; University of Oregon; and the University of Portland.
A native of McMinnville, Oregon, he is the grandson of district attorney Leland Duncan and the grandson of the school superintendent S. S. Duncan. He married Donna Nichols Duncan.
