To Vu is a famous musician of Vietnamese music. He is also a professor and music researcher. To Vu's real name is Hoang Phu. His pen name To Vu was given to him by his artistic friends.
In 1947, musician To Vu released the song "I came to visit you on a rainy afternoon" while he was working in Tien Lang district, province Hai Phong. This was a popular song then and still today. To Vu's other songs are also quite famous: Cay Chiem, Grateful to Ho Chi Minh and Nhu Sunflower.
Composer To Vu is also involved in composing music for tuong, cheo, cai luong, puppetry, and film soundtracks. He has many research works on cheo, gongs, lutes, scales - rhythms and Vietnamese folk music. He also produced many research works on folk music and modern music.
To Vu Tung holds the position of Director of the Second Campus of the Music Institute at Ho Chi Minh City, Secretary of the Union Musicians of Zone III early in the resistance against the French colonialists. He is also the one who has contributed to building the Vietnam Music School (later National Conservatory).
In 2001, musician To Vu was awarded the State Prize for literature and art by the Vietnamese State.

Although born in Bac Giang, from a young age he moved to Hai Phong with his four siblings. In 1939, musician To Vu and his brother were musician Hoang Quy and some other musicians. the other is Pham Ngu, Canh Than and Van Cao, founded the group Dong Vong, performed by musician Hoang Quy leader. Dong Vong music group has contributed to promoting the new Vietnamese music scene. The group has composed about 60 songs around the theme of praising the country, praising the national hero tradition, and some lyrical songs. Love songs such as "Miss Neighbor" by Hoang Quy and "Ben Xuan" by Van Cao are still considered masterpieces of Vietnamese new music in 1946.
In 1946, To Vu applied to teach law. Dong at Binh Chuan School is now Ngo Quyen High School.
In 1948, he was selected as a delegate of War Zone 3 to attend the 1st National Congress of Culture and Arts.
