- As a child, he followed his father to Hung Yen and studied Chinese characters.
- From 1920 - 1929, he moved to study French in Hanoi, passed the French Baccalaureate at the age of 27.

After that, he held the following positions: Vice Chairman of the Northern Vietnam Cultural Union (December 1945); General Secretary of the National Cultural Conference Advocacy Committee (November 1946); Standing member of the Inter-regional Resistance Cultural Union IV (1947-1951); Member of the Research Committee of Literature and History (1951-1953).
- After 1954, he continued to work at the Department of Literature and History.
- In 1959, the Literary Group of the Research Department of Literature and History separated to establish the Institute of Literature, Vu Ngoc Phan returned to work at the Institute and became the head of the folklore group (now the Department of Literature). Folklore and Literature Office of Ethnic Minorities) of the Institute of Literature. After that, he was elected General Secretary, in charge of the Folklore Association at the 1st Folklore Congress in 1966.
Vu Ngoc Phan's wife is a poet Hang Phuong, daughter of writer So Cuong Le Du. Grandparents are the parents of agricultural scientist, Professor and Academician Vu Tuyen Hoang, artist Vu Giang Huong a>, Prof. Dr. Vu Trieu Man of Agriculture.
