From a young age, he grew up mostly in a town near Chungju city. His family was a middle-class family. His father worked in the business. Later his family business went bankrupt. He attended Chungju High School after which he became a star student in English language studies. After winning the Red Cross writing contest and getting a place to go to the United States in 1962.
In 1970, he received a bachelor's degree in international relations from Seoul National University. and officially joined the Ministry of Foreign Affairs in May 1970. By 1974, he was the first Secretary of the South on the observer monitoring committee. In 1980, he became director of the International Organization and Treaties of the United Nations office in Seoul. In 1985, he received a Master of Public Administration from Harvard University. In 1992, he became Vice Chairman of the Nuclear Control Commission of the South-North Section, after being approved by South and North Korea on the denuclearization of the Korean peninsula. From 1993 to 1994, he was the Deputy Ambassador of Korea during his trip to the United States. In 1995, he was promoted to Deputy Minister of Planning for International Organizations and Policy and then further appointed as national security adviser to the President in 1996. In 2009, he continued to receive degree in Law from the University of Malta in 2009 and an honorary Doctorate in Law from the University of Washington. In 2016, he also received two honorary degrees from Cambridge University and Marymount Loyola University. On August 30, 2016, he was conferred an Honorary Doctorate by the National University of Singapore for his work in the service of human life. Not only is he fluent in Korean, but he is also fluent in English and French.

He and his wife Yoo Soon - Taek met when they were still a high school student in 1962, then the two married in 1971, the two have 3 children together.
