He was sent to university and defended his doctoral thesis in the Soviet Union. To Huy Rua was appointed to the position of Vice Dean of the Faculty of Philosophy of Hanoi University. After that, he was elected to the position of Director of the Central School of Propaganda, now changed to the Academy of Journalism and Propaganda. In 1996, To Huy Rua began to enter the political field. In the same month of the same year, he was elected to the Party Central Committee at the 8th National Congress of Deputies in 1996. After that, he was officially appointed to the position of Standing Deputy Director of the Academy of Politics - Action. main Country Ho Chi Minh. At the end of 1999, To Huy Rua was appointed to the position of Secretary of the Provincial Party Committee Hai Phong. In 2006, he was re-elected to the Central Executive Committee and was trusted in the Secretariat. In 2009, he was additionally elected to the Politburo.
